The Climate Responsive Community Based Waste Management Project was implemented by Climate Action for Resilient Communities, Nepal (ClimAx) with the support of Konrad Adenauer Stiftung – Political Dialogue Asia (KAS-PDA) from May to June 2026 in Mahalaxmi Ward No. 1, Lalitpur. The project was designed to address the growing challenge of mixed waste management by promoting household-level waste segregation, composting, and sustainable waste practices while strengthening the role of women waste workers in the local waste management system.
The project adopted a collaborative approach involving local government, communities, and waste workers. Through door-to-door counselling, community awareness sessions, and practical trainings on waste segregation, composting, and rooftop gardening (Kausi Kheti), the project reached 106 community members from Sheetal Tole and Samjhana Tole. In addition, 22 women waste workers from Shreejanshil Samaj received capacity-building training on occupational health and safety, plastic literacy, workplace rights, and gender-responsive working environments, strengthening their knowledge and recognition as key environmental actors.
The project has contributed to increased awareness and community engagement in sustainable waste management and laid the foundation for improved source segregation practices in Mahalaxmi Ward No. 1. By promoting the productive use of organic waste and improving the handling of recyclable materials, the initiative supports environmental protection, climate mitigation, and resource recovery while fostering stronger collaboration among communities, local government, and waste workers. The project demonstrates the potential of community-based and inclusive approaches to building cleaner, more resilient, and sustainable communities.
In Nepal, urban and peri-urban areas are experiencing rapid growth in population and consumption, leading to a significant increase in solid waste generation. However, waste management systems have struggled to keep pace with this growth. In many communities, waste continues to be disposed of in mixed form, limiting opportunities for recycling and composting while increasing pressure on landfill sites and contributing to environmental pollution. A significant portion of household waste is organic and can be transformed into valuable resources through composting and urban agriculture. However, limited awareness, inadequate infrastructure, and weak segregation practices often prevent communities from utilizing this potential. In addition, poor waste management contributes to greenhouse gas emissions, particularly methane emissions generated from decomposing organic waste in unmanaged disposal sites.
In addition to organic waste, a large quantity of recyclable materials such as plastics, paper, glass, metals, and other household waste is often disposed of in mixed form and transported directly to waste collection and sorting centres. The absence of source segregation significantly increases the burden on waste workers, who are required to manually separate different types of waste under challenging conditions. The contamination of recyclable materials with food waste and other organic matter reduces their quality and economic value, limiting opportunities for recycling and resource recovery. These conditions not only undermine the efficiency of the waste management system but also raise serious concerns regarding the health, safety, and dignity of waste workers, particularly women who are largely in the informal waste workforce.
Recognizing these interconnected challenges, Climate Action Nepal, with the support of the Konrad-Adenauer-Stiftung (KAS), implemented the Climate Responsive Community Based Waste Management Project to promote an inclusive and climate-responsive approach to waste management at the community level. The project aimed to strengthen household waste segregation practices, encourage long-term behavioural change, and foster collaboration among communities, local government, and waste workers. It also aimed to empower women waste workers whose contributions to recycling and resource recovery often remain undervalued. Through community awareness, capacity building, and the promotion of composting and circular economy practices, the initiative worked towards reducing mixed waste, and improving the efficiency of recycling systems.
Project goal: To establish an inclusive and climate-responsive community-based waste management system that promotes segregation, recycling, and recognition of waste workers as key environmental actors.
Prior to the community awareness and training activities, a coordination meeting was conducted with the Chairperson of Mahalaxmi Ward 1, representatives of Shreejanshil Samaj, and the Climate Action Nepal team to discuss the implementation framework for the Climate Responsive Community Based Waste Management Project. The meeting focused on establishing a collaborative approach, defining stakeholder responsibilities, and identifying practical measures to promote household-level waste segregation and sustainable waste management practices within the ward.
Climate Action Nepal presented its implementation strategy and committed to conducting household-level awareness and behavior change activities, delivering training sessions on waste segregation, circular economy principles, waste reduction practices, and rooftop gardening (Kausi Kheti). In addition, Climate Action Nepal agreed to provide two-color segregation bins to selected households and provide counseling to households for waste segregation practices. During the discussion, Mahalaxmi Ward 1 committed to supporting project implementation by facilitating community engagement, identifying and providing a list of target households from Samjhana and Sheetal tole, and assisting in local mobilization efforts. Shreejanshil Samaj, as the waste collection service planned to coordinate in waste collection schedules and ensure the segregated recyclable and organic waste are directed into appropriate recycling and composting channels. The meeting concluded with a shared commitment from all stakeholders to work collaboratively toward improving source segregation practices and establishing a more sustainable community-based waste management system in Mahalaxmi Ward 1.
Following the stakeholder coordination meeting, Climate Action Nepal mobilized volunteers to conduct door-to-door household counseling and awareness visits across Sheetal Tole and Samjhana Tole. The objective of the outreach campaign was to build community understanding of the waste segregation initiative, encourage active household participation, and prepare residents for the implementation of the segregated waste collection system. Through direct engagement with households, volunteers introduced the project’s goals and highlighted the importance of source segregation in reducing environmental pollution, improving resource recovery, and promoting cleaner and healthier communities.
During the household visits, volunteers provided practical guidance on the segregation of organic and recyclable waste and informed residents about the alternate-day waste collection system that would commence from Asar 1. Households were oriented on the collection schedule, the rationale behind separate collection streams, and the role that each family would play in ensuring the success of the initiative. The counseling sessions also served as an opportunity to address questions and concerns from community members, helping to build trust and strengthen local ownership of the program. By engaging residents directly at their homes, the project was able to foster a clearer understanding of waste management practices and encourage positive behavioral change before the start of implementation. Door-to-door counselling played a critical role in generating community interest, increasing participation in subsequent training activities, and creating a strong foundation for the successful adoption of sustainable waste management practices at the household level.
The Climate Responsive Community Based Waste Management Project was formally inaugurated by Chiring Lama, who emphasized the importance of collective action in waste management and shared his vision of making Mahalaxmi Municipality a model community for effective waste segregation and sustainable waste management practices. He encouraged community members to actively participate in the initiative and highlighted the importance of household-level actions in building cleaner and more resilient communities.
Following the inauguration, Ms. Priyashma Shrestha introduced the objectives of the Climate-Responsive Community-Based Waste Management Project and highlighted the growing challenges of waste management in rapidly urbanizing areas. She emphasized the importance of proper waste segregation at the household level as the foundation for sustainable waste management and environmental protection. Participants were oriented on different categories of waste, including biodegradable, non-biodegradable, recyclable, and hazardous waste, and were encouraged to adopt source segregation practices to reduce the volume of waste sent to disposal sites and improve resource recovery.
The session further focused on the role of communities in creating cleaner and healthier neighborhoods through responsible waste management practices. Participants learned how segregated waste can be effectively utilized through recycling and composting, transforming what is often considered a burden into a valuable resource. The discussion encouraged collective action and household-level behavioral change, laying the groundwork for the technical sessions that followed. The introductory session successfully established a shared understanding of environmental responsibility and the importance of community participation in achieving sustainable waste management outcomes.
Mr. Deepak Koirala conducted a practical session on rooftop gardening; Kausi Kheti and the productive use of household organic waste. The training highlighted how 60-70 percent of household waste is biodegradable and can be converted into compost rather than being discarded. Participants were introduced to the concept of transforming organic waste into a valuable resource through composting, thereby reducing environmental pollution while producing nutrient-rich fertilizer for home gardening. The trainer explained the link between waste management and urban agriculture, demonstrating how households can contribute to cleaner communities while improving food security through rooftop cultivation.
A significant portion of the training focused on compost production, vermicomposting, and the preparation of organic plant nutrients and pest management solutions. Participants learned step-by-step methods for producing compost from kitchen waste, identifying appropriate materials, maintaining moisture levels, and monitoring decomposition. The session also introduced vermicomposting using earthworms to produce high-quality organic fertilizer. Participants learned about suitable crops for Kathmandu Valley conditions, including leafy vegetables, tomatoes, cucumbers, herbs, and selected fruits and flowers.
Practical instruction was provided on selecting containers, maintaining proper drainage, irrigation techniques, and routine crop care. The trainer also explained the benefits of rooftop gardening beyond food production, including improved household nutrition, increased urban greenery, family engagement, and enhanced mental well-being.
The programme concluded with the distribution of two-coloured waste segregation bins to 106 participating households, providing them with practical tools to begin and sustain source segregation practices at home.
As part of the waste segregation initiative, Climate Action Nepal conducted a capacity-building training for 22 women waste workers from Shreejanshil Samaj. With the introduction of household-level waste segregation and separate collection of organic and recyclable waste, waste workers play a key role in ensuring that segregated materials are properly handled, sorted, and directed towards recycling and composting processes. Recognizing that these workers are regularly exposed to occupational risks while collecting and sorting waste, the training focused on strengthening their knowledge of safe waste handling practices, personal health and safety measures, plastic waste management, workplace rights, and social safeguards.
Ms. Priyashma Shrestha facilitated a training session on plastic literacy and occupational health and safety for women waste workers from Shreejanshil Samaj. The session focused on strengthening waste workers’ understanding of the different types of plastic commonly encountered during waste collection and sorting activities. Waste workers learned how to identify plastics based on their characteristics and recycling categories, as well as the importance of proper segregation. The discussion also highlighted the role of waste workers in supporting recycling efforts and reducing the amount of waste sent to disposal sites.
The training focused on how proper segregation can support recycling processes, improve material recovery, and contribute to a more efficient waste management system. Practical examples from daily waste collection and sorting activities were used to help waste workers better understand the value of the materials they handle and the importance of maintaining quality during collection and segregation.
A session on occupational health and safety focused on the risks commonly faced by waste workers during collection, transportation, and sorting of waste. Waste workers discussed preventive measures to reduce exposure to injuries and health hazards, including the proper use of personal protective equipment (PPE), safe handling practices, and personal hygiene. The session encouraged waste workers to prioritize their own safety and wellbeing while carrying out their daily responsibilities and reinforced the importance of maintaining safe working practices throughout the waste management process.
Ms. Manisha Bhandari facilitated a Gender Equality and Social Inclusion (GESI) and Sexual Exploitation, Abuse and Harassment (SEAH) orientation for women waste workers from Shreejanshil Samaj. The session focused on promoting a safe, inclusive, and respectful working environment while strengthening awareness of workplace rights and responsibilities. Discussions highlighted the challenges that women waste workers may face in their day-to-day work and emphasized the importance of ensuring equal opportunities regardless of gender, caste or socio-economic background.
The training further introduced the concepts of sexual exploitation, abuse, and harassment, helping participants understand what constitutes inappropriate behavior in workplace and community settings. Discussions focused on recognizing different forms of harassment, and encouraging workers to seek support when faced with unsafe or discriminatory situations. In addition, the orientation emphasized the importance of GESI-responsive infrastructure and facilities within waste management workplaces. Discussions covered the need for clean and accessible toilets, separate changing spaces, adequate water and sanitation facilities, and safe working environments that consider the specific needs of women workers. Waste workers reflected on how such facilities contribute to dignity, comfort, safety, and greater participation of women.
The project successfully established a collaboration among Mahalaxmi Ward No. 1, Shreejanshil Samaj, and community members to strengthen household-level source segregation practices. Through stakeholder coordination and community mobilization activities, the project laid the foundation for a more systematic and sustainable approach to waste management. A total of 106 community members participated in the awareness and capacity-building sessions, including 52 participants from Sheetal Tole and 54 participants from Samjhana Tole. The high level of participation reflected strong community interest in improving local waste management practices and increasing awareness of the importance of source segregation and resource recovery.
Through direct engagement and practical demonstrations, participating households gained a better understanding of proper waste segregation and its contribution to cleaner surroundings, improved recycling opportunities, and reduced waste disposal. The project also enhanced local knowledge on circular economy practices by introducing composting and rooftop gardening techniques. Community members learned practical and affordable methods for converting household organic waste into compost and utilizing it for home-based food production, encouraging them to view organic waste as a valuable resource and adopt more sustainable consumption and waste management practices.
The project established a strong partnership among Climate Action Nepal, Mahalaxmi Ward No. 1, Shreejanshil Samaj, and local communities to jointly promote sustainable waste management practices.
